The Supervision Law, the Law on Public Servants’ Government Affairs and the related regulations have different expressions on supervision subjects, which makes the identification of supervision objects in public hospitals controversial. The identification of supervision subjects should follow the "standards of conduct", that is, "exercising public power" is the core element of identifying supervision subjects. Based on the organizational structure and personnel composition of public hospitals, the scope of the supervision objects of public hospitals includes all personnel in management positions and other personnel who exercise public powers on behalf of the hospital.
